Forbes McIntosh, president of Government Policy Solutions (GPS), has more than 20 year’s experience providing full-service representation for clients at the state, municipal and county levels of government. Mr. McIntosh has been the legislative lobbyist for the Wisconsin EMS Association since 1997. In addition, he advises a wide variety of corporations, industry trade groups and elected officials on public policy and budget issues. Respected for his knowledge of the legislative process and his methods of lobbying by both Democrats and Republicans in the Senate and the Assembly, Mr. McIntosh assists clients by developing strategic plans, creating alliances, establishing personal relationships with key policymakers and directly lobbying Wisconsin’s legislators and state agency officials. He has successfully guided several bills and administrative rules through the legislative process that are now part of Wisconsin law. Mr. McIntosh also leverages his knowledge and relationships to help businesses and contractors with RFP contract consulting at the state, county and municipal levels of government.

Medical Director
Dr. Mark Schultz is the medical director of the Wisconsin EMS Association. A graduate of the University of Osteopathic Medicine and Health Science in Des Moines, IA, Dr. Schultz is dedicated to providing the highest quality emergency care in a timely, effective, and compassionate manner and is Board Certified and specializes in Emergency Medicine. In addition to advising WEMSA on medical issues, he is the service medical director for a variety of ambulance providers in Southeastern Wisconsin and is also a member of the Wisconsin Physician Advisory Committee.
Michael Gotzler

Mike is a founding partner of Clark & Gotzler, Attorneys at Law, a firm devoted exclusively to representing and advising employers on all employment-related matters.  Mike has been providing legal and practical human resources advice to a wide range of employers for over 20 years, including 10 years as General Counsel of an HR firm that provided temporary staffing, executive recruiting, HR consulting and integrated HR services throughout the U.S.  Mike also serves or has served on a number of trade association boards, councils, committees and commissions and understands the many opportunities and challenges that associations face. Mike represents clients in a wide range of employment matters, including litigation before courts and administrative agencies. His practice includes employment litigation, ADA/FMLA leave and accommodation issues, wage & hour compliance, non-compete agreements, independent contractor issues, labor relations and NLRB proceedings and preventive HR audits and training. To help his clients minimize claims, he has designed and delivered a wide range of HR training courses, including anti-harassment courses designed with EEOC involvement and approval. Mike has developed particular expertise in understanding the many challenges and opportunities involving the use of independent contractors, staffing firms, and recruiting firms.
